The Irmo-Chapin Recreation District ("District") has requested approval of the issuance of its not exceeding $1,030,000 General Obligation Bonds ("Bond"). The District proposes to use the proceeds of the Bonds to: (i) acquire certain real property and related improvements; and (ii) make other capital improvements, including repairs, within the District, to its various facilities and equipment.
The District is issuing the Bonds to further the lawful purposes of the District. The Bonds will be general obligation bonds of the District and the principal and interest thereon will be paid through the levy and collection of ad valorem property taxes on property located in the District.
At the time and place fixed for this public hearing, all taxpayers, residents or other interested persons who appear will be given an opportunity to express their views for or against the matters contemplated by the Ordinance. REQUEST FOR
PROPOSALS - CONSTRUCTION
MATERIALS TESTING SERVICES
(RFP 2009-011)
The Town of Hilton Head Island is soliciting sealed proposals from qualified firms to provide construction materials testing services for a number of upcoming roadway intersection improvement projects. The Town will award a contract to the most qualified respondent to perform these services on an as required basis for a period of three years with the option to extend the contract for two additional years.
The initial projects under this contract will consist of four intersection improvement projects located along William Hilton Parkway. The projects generally entail the addition of auxiliary lanes and/or modifications, including earthwork, storm drainage, utility relocations, asphalt and rigid concrete pavement, pavement markings, and traffic control. The intersections are those of US 278 Business with 1) Jarvis Park Road, 2) Beach City Road, 3) Coggins Point Road, and 4) Burke's Beach Road. The projects have been designed and permitted and are currently advertised for bids. There may be additional future projects for which services under this contract may be required.

This solicitation does not commit the Town to award a contract or to pay for any costs incurred in the preparation of your proposal, or to procure or contract for any articles of goods or services.
Your proposal must be signed by an official of your company that is authorized to bind the offeror, and shall contain a statement that the proposal price is valid for a period of at least sixty (60) days from the date of proposal opening.

ANTICIPATED SCOPE OF SERVICES:
This contract shall include materials testing services for a total of four roadway intersection improvement projects on US 278 Business on Hilton Head Island, and may include similar future projects constructed during the remainder of the contract duration. Anticipated services may include, but are not limited to the following:
- The selected firm shall conduct Field Inspection and Quality Control Assurance as required by the South Carolina Department of Transportation (SCDOT), ensuring that all asphalt and rigid concrete pavements, and pavement subgrades satisfy current SCDOT standards and specifications as outlined in their "2007 Standard Specifications for Highway Construction."
- The selected firm shall conduct materials testing in the field or laboratory as required.
- Tests shall be performed in accordance with the methods prescribed in the latest edition of the AASHTO Standard Specifications for Highway Materials and Methods of Sampling and Testing or where no applicable method is prescribed therein, then use the appropriate ASTM or OMR Standard Method of Testing specification.
- The selected firm shall submit testing and/or inspection reports that document the satisfaction or otherwise of all applicable materials standards and specifications to the Town's project manager. The firm shall make timely recommendations for acceptance or rejection of work or installed materials.
- The selected firm will coordinate with and
assist the Town's project manager as necessary to report project status, review field data, testing reports, and conduct field investigations.
- The selected firm will maintain a record log of construction activities where quality control testing is required and performed and provide this information to the SCDOT and the Town's project manager.
- The selected firm will coordinate with the contractor and/or Town's project manager on scheduled activities in order to ensure that the aforementioned requirements are satisfied.
- The selected firm may be asked to attend construction progress meetings on projects covered under the contract.
SUBMISSION QUALIFICATIONS
All responses shall be mailed or hand delivered in sealed envelopes, identified as "Construction Materials Testing Services - RFP 2009-011" to Mr. Darrin Shoemaker, P.E., Traffic and Transportation Engineer, on or before the due date indicated above. Separate sealed bids for Thompson Road Water Line for the Town of Hemingway will be received at the Town Hall at 110 S. Main Street until 2:00 PM on December 17, 2009 and then at said place be publicly opened and read aloud.
The work to be done consists of furnishing all materials, equipment and labor necessary to construct Thompson Road Water Line, consisting of the following approximate quantities:
To construct approximately 18,000 LF of 8" PVC, 7,800 LF of 6" PVC, and 5,200 LF of 3" PVC water line, 7 fire hydrants, 5 blowoffs, and related appurtenances.
Bidders on this work will be required to comply with the President's Executive Order No. 11246 and Order No. 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.
This project will be constructed with funds provided by the South Carolina Department of Commerce, Grants Administration, under the State's Community Development Block Grant (CDBG) Program.
Bidder must make positive efforts to use small and minority owned businesses.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner, and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders.
Any prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to Engineer (or) Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 15 days of the date of issuance of the Notice of Intent to Award.
No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40 11 428).
Contractors shall have a classification of WL.
No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof.
The Owner reserves the right to waive any informalities or to reject any or all bids.
The Owner requests that all bidders respond with an actual bid or with a sealed "No Bid." This provision guards against receiving an insufficient response to the Advertisement for Bids.

The work includes a single story, slab on grade floor and spread footing foundations, steel column-and-beam framing with conventional steel roof joists and structural metal decking, steel stud and masonry veneer exterior cavity walls, load-bearing CMU walls as needed for lateral bracing, and interior metal stud and gypsum board walls. The exterior consists of custom CMU, brick veneer and drainable EIFS. Also included are prefinished aluminum automatic sliding entrance door systems, large-missle impact swinging doors, windows and skylights, low-slope insulated modified bitumen roofing system, standing seam metal roof, suspended acoustical ceiling systems, various interior finishes, wall and ceiling acoustical treatments, and interior millwork. The Work also includes civil site work, structural, roof scuppers, roof drains, downspouts, fire sprinkler protection, plumbing, mechanical and electrical. Also included is an unconditioned detached storage building and masonry fenced mechanical chiller yard along with associated paved parking and drive areas, concrete pavers, landscaping and exterior concrete walks and patios.
Properly licensed Contractors may obtain bid documents from the office of the Architect, PIKE - McFARLAND - HALL ASSOCIATES, INC., Architects and Planners, 1300 Professional Drive, Suite 201, Myrtle Beach, South Carolina 29577, phone (843) 497-0272, fax (843) 497-0271. Bid documents will be available for viewing on an online plan room. For access and viewing, please forward your request in writing. If hard copy of plans is required, requests must be written and accompanied by $150.00 deposit per set. The full amount of the deposit (for the first two sets) will be refunded to General Contractors submitting a bonafide bid and upon return of the bid documents in good condition within fifteen (15) days after receipt of bids. Sets
in excess of two (2) requested by General Contractors and all sets requested by Subcontractors shall be requested in writing and accompanied by $150.00 per set which will be refunded less $75.00 to cover cost of reproduction and handling upon return of bid documents in good condition within fifteen (15) days after receipt of bids. Partial sets to material suppliers will be issued at the cost of reproduction (no refund) and accompanied by Division 1 specifications. No partial sets will be issued to major sub-contractors.
Each bid must be accompanied by a bid guarantee of not less than FIVE PERCENT (5%) of the base bid, which may be a bid bond, issued by a bonding company that is on the approved list of the Treasurer of the United States, or a certified check made payable to the Owner. The successful bidder will be required to furnish Performance Bond and Labor & Material Payment Bond, each in the full amount of the contract sum, issued by a bonding company licensed to do business in South Carolina, and on the approved list of the Treasurer of the United States.
