Article 404 requires the licensee to maintain a reservoir surface elevation no less than 1 foot below full pool (153.55 feet msl) between March 1 and May 31 and no less than two feet below full pool the remainder of the year. The licensee proposes to modify Article 404 such that the reservoir elevation must be maintained no less than two feet below full pool the entire year.

DEPARTMENT OF HEALTH AND HUMAN SERVICES
The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Title 42 Part 447 Section 205 of the Code of Federal Regulations, gives notice of the following actions regarding its methods and standards for paying for rehabilitative behavioral health services provided to children and adults with a behavioral disorder as recommended by a Licensed Practitioner of the Healing Arts under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
Effective on or after July 1, 2010, the SCDHHS will amend the South Carolina (SC) Title XIX state plan to articulate the discreet behavioral health services and develop rates by provider type (i.e. practitioner) for each discrete service. This change is being made in order to recognize the skill level required by the service provider. The SCDHHS estimates this action will increase annual expenditures for rehabilitative behavioral health services by $3,800,000.

DOCKET NO. 2010-67-E
Mid-Carolina Electric Cooperative, Inc. (Mid-Carolina) and South Carolina Electric & Gas Company (SCE&G) (collectively known as Petitioners) filed a Joint Petition (Petition) with the Public Service Commission of South Carolina (the Commission) which outlines the reassignment of certain service areas, approval of the transfer of facilities and existing customers and members between them, and approval of an agreement to eliminate "corridor rights" in two specified areas. The Petition was filed pursuant to S.C. Code Ann. 58-27-610, 58-27-620, 58-27-640 and 58-27-650.
The Petitioners request reassignment of territory of the following areas:
1. Regarding territory in Exhibit 2 of the Petition depicting the existing distribution lines of both petitioners in the area surrounding Batesburg-Leesville and Gilbert, South Carolina in Lexington County, the Petitioners request that portions of this territory be reassigned from SCE&G to Mid-Carolina and from Mid-Carolina to SCE&G to better reflect the existing electric services and electric distribution lines;
2. Regarding territory in Exhibit 4 of the Petition depicting the boundaries of the proposed territorial reassignment as well as the existing distribution lines of the Petitioners, Mid-Carolina currently serves 44 customers in an area assigned to it between the towns of Ridge Spring and Saluda in Saluda County known as "Ward." The Petitioners request that the 50 electric services in Ward (of which 44 are active and currently receiving service from Mid-Carolina) be transferred to and receive service from SCE&G. The Petition further reveals that Mid-Carolina will transfer to SCE&G approximately 10 miles of overhead and underground distribution line and associated equipment shown on Exhibit 4. The Petitioners also agree that Mid-Carolina abandon, and request that the Commission approve the abandonment of, all corridor rights for the lines being transferred to SCE&G;
3. Regarding territory in Exhibit 5 of the Petition near the town of Saluda in Saluda County known as "Lake Murray Estates," the Petitioners request that the 73 electric services in Lake Murray Estates (of which 71 are active and currently receiving service from SCE&G) be transferred
to and receive service from Mid-Carolina. Additionally, the Petition states that SCE&G will transfer to Mid-Carolina approximately 7.4 miles of overhead and underground distribution line and associated equipment shown in Exhibit 5;
4. Regarding territory in Exhibit 6 of the Petition, the Petitioners request that Mid-Carolina's distribution line, shown in black on Exhibit 6, that crosses the cove be removed, and request that the six customers on Wessinger Road and Westridge Circle on Lake Murray be transferred from Mid-Carolina to SCE&G;
5. Regarding territory in Exhibit 7 of the Petition, the Petitioners propose that three customers on Walt Rauch Road on Lake Murray be transferred from Mid-Carolina to SCE&G and that Mid-Carolina's distribution line, shown in black on Exhibit 7, that crosses the cove be removed. Additionally, Mid-Carolina seeks to transfer to SCE&G approximately .4 mile of overhead and underground distribution line and associated equipment shown on Exhibits 6 and 7. Mid-Carolina intends to abandon, and the Petitioners request that the Commission approve the abandonment of all corridor rights for lines being transferred to SCE&G and those being removed by Mid-Carolina; and
6. The Petitioners have agreed that in areas surrounding Batesburg-Leesville and Gilbert and in the St. Andrews area, neither Petitioner will assert a corridor right to serve a customer outside the territory assigned to that Petitioner.

Code Ann. 58-9-585, the Applicant request that its long distance service offerings be regulated in accordance with procedures established for alternative regulation pursuant to Order No. 1995-1734 and 1996-55 in Docket No. 1995-661-C, and as modified by Order No. 2001-997 in Docket No. 2000-407-C. Grasshopper requests to offer business customers resold switch-based intrastate, interstate and international long distance services, including switched inbound toll-free (8XX), dedicated inbound toll-free (8XX), inbound long distance, and call conferencing. In addition, Grasshopper requests to offer resold interexchange services to customers throughout the geographic territory of South Carolina. Grasshopper anticipates that its customers will be primarily, though not exclusively, business customers.
